The mission of the Gallup Monitor

The mission of the Gallup Monitor is to serve the transparency in public life.

Gallup Hungary's motto - as well as that of its parent company The Gallup Organization - is 'Let people be heard'. This implies a service to democracy.

For this polling market research and management consulting firm with its great traditions and international renown the survey of public opinions is not an end in itself nor does it aim merely to satisfy a natural interest in people's expectations of and reactions to different past and future events. Gallup surveys which are prevented by strict ethical and business regulations from deteriorating into mere techniques of manipulation enhance deeper understanding of the views of the public as this is indispensable for the operation of democracy.

Following from this basic standpoint Quality of Public Service Audit has become outstandingly important in the activities of The Gallup Organization and later in the activities of Gallup Hungary as well. The state of public life the elected bodies and also public offices and the institutions of public service are very important factors in the life of ordinary citizens. During the ten years that have passed since the fall of the forty-year long one-party system in Hungary it has become increasingly obvious that the existence or non-existence of democracy cannot be oversimplified into a mere issue of the difference between a one-party and a multi-party system. The key issue is how well public life public offices and public services actually function; whether they serve the interest of the whole public that is of each and every individual or only of certain people or certain groups of people; how public figures and personalities public officials and civil servants use the power bestowed on them and how well they use their authority and decision-making mandate. Are they guided by public interest in such a way that they will even be ready to thrust their personal interests into the background or do they subordinate the public interest or the law or even both to their own interests?

This is why Gallup Hungary has decided to launch a website related to its activities in the field of Quality of Public Service Audit. With its information service Gallup Monitor is expected to serve the causes of high standards of morality and transparency in public life of the accountability of decision-makers and of law-abiding conduct in general. At the present stage of public conditions in Hungary its main focus is on anti-corruption activities and in this respect it is related to the United Nations' Global Programme against Corruption.
